Why did I receive an Order excluding my vehicle(s) from the toll facilities of MTA Bridges and Tunnels (B&T)?

You received an Order excluding your vehicle(s) from using B&T toll facilities because a vehicle registered to you incurred three (3) or more toll violations at B&T facilities. As of the date on the Vehicle Exclusion Order, you have not made payment for these tolls and violation fees and you have not successfully disputed the violations.

Why did my vehicle incur toll violations?
- Toll violations are committed for the following reasons:
- The vehicle, for which you are the registered owner, was driven across a B&T toll facility with an E-ZPass Tag that is invalid because it is in negative balance, lost, stolen or revoked status; OR
- The vehicle, for which you are the registered owner, was driving across a B&T facility without an E-ZPass Tag and you did not pay the Toll Bills which were mailed to you as the registered vehicle owner.

I don’t want my vehicle(s) excluded from B&T bridges and tunnels. What do I do?

You must pay the tolls and violation fees owed prior to the effective date listed on the Vehicle Exclusion Order or successfully dispute the tolls using the Customer Certification/Declaration of Dispute found on the reverse side of the Vehicle Exclusion Order. If payment is made at least two (2) business days prior to the exclusion effective date, the Exclusion Order will not go into effect.

How do I pay the Tolls and Violation Fees owed?

If you wish to pay the tolls and fees owed, you must contact the E-ZPass New York Customer Service Center at 718-313-9424 and press option 2. You must NOT pay the violations online or via mail as this may result in the exclusion of your vehicle(s) or delay the removal of your vehicle(s) from the exclusion list.

Could I have other toll violations that are not included in the Unpaid Tolls and Violation Fees listed on the Exclusion Order which must be paid to remove the Exclusion Order?

Yes, you must pay or successfully dispute all outstanding toll and violation fee amounts associated with your vehicle(s). Contact the E-ZPass New York Customer Service Center at 718-313-9424 and press option 2.

I am not sure these toll violations are my responsibility. What can I do?

You may dispute the unpaid tolls and violation fees, for the reasons shown below, via the Customer Certification/Declaration of Dispute section of the Order of Exclusion you received. A record of your violations can be provided to you by contacting the E-ZPass New York Customer Service Center at 718-313-9424, press option 2. For all disputes, please be sure to check the appropriate dispute box, sign the certification, and return the entire Exclusion Order, including all required documentation, to the address shown. You should make a copy of the Exclusion Order, and any information or documents you may submit, for your records. Your dispute will be reviewed and you will be notified of the resolution by mail or email, if an email address is provided.
Please note that all disputes need to be resolved at least at least two (2) business days prior to the exclusion effective date to prevent the Exclusion Order from going into effect.
Reasons for disputing the unpaid tolls and violation fees, and documentation to demonstrate that you are not responsible, include:
- You sold your vehicle associated with the toll violations related to the registration suspension prior to the violation dates. You will need to provide a copy of your proof of sale.
- You surrendered the license plate associated with the toll violations related to the registration suspension prior to the violation dates. You will need to provide a copy of the plate surrender receipt from the NYS DMV.
- The license plate associated with the toll violations related to the registration suspension was reported stolen prior to the violation dates. You will need to provide a copy of the police report.
- The toll violations related to the registration suspension were paid. You will need to provide proof of payment. This could be a copy of a canceled check, money order, E-ZPass statement, or a toll receipt. For checks, please provide copies of both the front and back of the check.
- For other good cause. You will need to provide any additional information to support your dispute of the violations.

I have paid my toll and fees. What do I do next?

You must have paid your tolls and violation fees via the phone number specified in your Exclusion Order at least two (2) business days prior to the effective date, in which case the Exclusion Order will not go into effect. If you paid your tolls and fees due after the effective date of the Exclusion Order, please allow two (2) business days before using B&T toll facilities. If you paid your tolls and violation fees through any method other than via the specified phone number, please immediately contact the E-ZPass Service Center at 718-313-9424 and press option 2. Failure to contact us at the above number may result in your vehicle(s) being excluded or remaining excluded.

I moved and did not receive any Violation Notices.

Notices of Violation are sent to the address on record at your state’s department of motor vehicles. If you have changed your residence, you must update your address with them. As the registered owner of the vehicle(s), you remain liable for all tolls and violation fees incurred by your vehicle(s) unless successfully disputed (see I am not sure these toll violations are my responsibility. What can I do?).

What happens if I use my vehicle(s) on B&T facilities without resolving my outstanding violations?

If your vehicle crosses any B&T toll facilities in violation of an Exclusion Order, you are doing so in violation of B&T regulation, 21 NYCRR §1020.7. Your license plate(s) will be included in an Exclusion List and your vehicle can be identified by both stationary and mobile License Plate Readers at B&T facilities. Your vehicle may be stopped and you will be issued a summons for violating §1020.7, which is subject to penalties in excess of $200.00 at the New York City Traffic Violations Bureau. Failure to appear or otherwise answer the summons may result in suspension of your driving privileges in the State of New York.
